SUMMARY:Even Still?: Haredim and the Draft since October 7
DESCRIPTION:In a landmark decision on June 25\, the Israeli High Court ruled unanimously that since June 2023—when the last draft-exemption law expired—no legal mechanism exists to exempt Haredim from the draft and the government must work to enlist them immediately. In the months since\, this decision and the outcry that it prompted from the Ultra-Orthodox community have continued to make the headlines. The human costs of fighting a multifront war since October 7 have only intensified the debate. \nThe BJC invites you to join a webinar with Professor Noah Efron\, author of Real Jews: Secular vs. Ultra-Orthodox and the Struggle for Jewish Identity in Israel\, who will unpack the history of the Haredi draft exemption law\, the significance of the High Court’s decision\, and the ways in which it has been received by different segments of Israeli society. \nREGISTER HERE

SUMMARY:Healing a Nation: Israeli Trauma Initiatives Post-October 7
DESCRIPTION:Join BJC Wednesday\, February 26 at 12 noon on Zoom \nOn October 7\, 2023 and in the months since\, Israelis have experienced multiple\, ongoing sources of trauma: the massacre of October 7 itself\, the multi-front war that followed\, evacuees from the north and south who have lost their homes\, soldiers in active and reserve duty\, and the condition of Israeli hostages. \nAn already strained mental health care system and stigma around accessing mental health care have exacerbated the situation. On October 7\, 2024\, The Associated\, in partnership with Baltimore synagogues\, launched a campaign to support the Israel Trauma Resilience Center in Ashkelon\, raising over $850\,000. \nJoin the Baltimore Jewish Council\, The Associated’s Baltimore-Ashkelon Partnership\, Maryland/Israel Development center\, Jewish Agency for Israel\, and JDC for a panel discussion to learn how our partners in Israel have responded to the mental health needs of the communities they serve. They will also explore what is unique about Israeli society and its economy that in the midst of such trauma it has shown such remarkable resilience over these last 16 months. \nQuestions? Contact Kate McDonald (kmcdonald@baltjc.org) \nREGISTER HERE\nPanelists:\nDara Grossman is the Director of Strategic Partnerships for JDC’s Mental Health and Wellbeing Initiative in Israel. With a strong background in management\, resource development\, and community engagement\, she has been with JDC in various roles for the past two decades. Before joining JDC\, Dara worked in informal education and holds a master’s degree in counseling. Originally from Birmingham\, Alabama\, Dara has lived in Israel for the past 28 years and now resides in Jerusalem with her husband and three children. \nTalia Levanon holds a Master of Social Work (MSW) in clinical social work from Bar Ilan University\, a degree in integrative psychotherapy from Hebrew University\, and a Bachelor of Social Work (BSW) from Bar Ilan University. Since 2001\, Talia Levanon has served as the CEO of the Israel Trauma Coalition (ITC) where she has been instrumental in the development and implementation of innovative models\, such as resilience centers and regional training centers. She has facilitated collaboration between government ministries and the Home Front Command to establish a unified approach to emergency preparedness and response both nationally and internationally. Her expertise has been sought in global post-disaster response efforts including the United States\, France\, and Ukraine. \nAvi Rosenzweig has spent the last decade as a business development and strategic planning consultant\, working with private and publicly traded healthcare companies and helping them gain an in-depth understanding of their markets\, while providing insight on what investors look for and how they think. In addition to being an expert “connector”\, Avi excels in taking early and late-stage healthcare startups to the next level\, leveraging his extensive network\, knowledge and experience. A native New Yorker\, Avi’s expertise is in helping startups reach their target markets and helping young companies expand and develop.

SUMMARY:Understanding this Jewish Moment: A conversation with Dr. Tal Becker
DESCRIPTION:With the war in Gaza ongoing\, Israeli hostages still held by Hamas\, a new administration in Washington\, D.C.\, concerns about Iran\, and antisemitic incidents in the U.S. continuing to rise\, how do we make sense of this moment we are in? The Baltimore Jewish Council and The Associated are honored to be joined by Dr. Tal Becker for an off the record conversation* about some of the most pressing issues facing Israel and American Jewry today. \nA Q&A session will follow Dr. Becker’s talk. \nREGISTER HERE\nQuestions? Contact Kate McDonald. \n*Please note that this webinar will not be recorded. \nSpeaker \nDr. Tal Becker is a Vice President at the Shalom Hartman Institute\, where he leads educational initiatives on Israel and the Jewish world. \nHe served\, until recently\, as the Legal Adviser of the Israeli Ministry of Foreign Affairs and has been a senior member of the Israeli peace negotiation team in successive rounds of peace negotiations. Tal has represented Israel before the International Court of Justice and played an instrumental role in negotiating and drafting the recent peace and normalization agreements between Israel and the UAE\, Bahrain\, and Morocco (the “Abraham Accords”). With over two decades of experience on the front lines of many of Israel’s most pressing diplomatic\, legal\, and policy challenges\, Tal has been a leading negotiator and behind-the-scenes representative for Israel in a wide variety of contexts.

SUMMARY:Transportation Pilot Program Grants
DESCRIPTION:Notice of Funding Availability: Grants for Nonpublic Students Transportation Pilot Program in FY26\nMaryland’s Fiscal Year 2026 Operating Budget has appropriated $250\,000 in special funds from the Transportation Trust Fund for program J00A01.02 Operating Grants-In-Aid within the Office of the Maryland Department of Transportation Secretary’s or the purpose of providing a grant to the Recipient to develop a pilot project to increase transportation opportunities for K-12 students not already being bused by public school systems. The pilot program\, which is intended to mitigate traffic congestion in the region\, is limited to transportation involving schools and/or students in Baltimore County. The Associated: Jewish Federation of Baltimore\, and its constituent agency\, the Baltimore Jewish Council\, were designated in the budget to administer this pilot program. \nKey Dates:\nApplication Period Opens: Wednesday\, July 16\, 2025\nInformational Zoom Webinar: Friday\, July 25\, 2025\, 10:30 a.m.\nApplication Due Date: Wednesday\, August 6\, 2025\, 5 p.m.\nGrant Decision Announcement: Wednesday\, August 20\, 2025 \nEligibility – Any nonprofit – whether a school\, a consortium of schools\, or other institution – is eligible to apply. Transportation must involve schools located in Baltimore County and/or students living in Baltimore County. \nApplication – Interested nonprofits should apply to the Baltimore Jewish Council (a constituent agency of The Associated: Jewish Federation of Baltimore). \nApplications must be submitted no later than Wednesday\, August 6\, at 5 p.m.\, via email to transportationgrant@associated.org. \nThe application – a maximum of 1\,500 words – should include: \n\nThe school(s) to be served by the expanded busing.\nThe amount of grant funding requested.\nHow many additional students will be bussed as a result of a grant award.\nHow the grant funds will be spent in order to achieve the increased number of students bused.\nDiscussion of environmental impact if the grant were to be awarded.\nAny characteristics of the applicant that would apply to the equity considerations\, such as the applicant’s eligibility to participate in Maryland’s BOOST scholarship program.\n\nSelection – The goal of the grant funding is to supplement\, not supplant current funds allocated to busing. The Baltimore Jewish Council (on behalf of The Associated) will rate each application based on the following factors ranked on a 50-point scale: \n\nHow Many Additional Students Will Be Bused – To meet the goal of bussing as many additional students as possible. This should be measured in terms of student trips – busing one student to or from school one day would count as a single student trip. (15 pts)\nEfficiency of Grant Award – Dollars spent per student trip. (15 pts)\nExplanation of Environmental Impact – Details of expected positive environmental impacts of increased busing for additional students. (10 pts)\nFeasibility of Approach – To assure that spending the funding will actually result in additional students being bused. (5 pts)\nOther Equity Considerations – Such as distributing impact to multiple schools in diverse regions within the county or focusing impact on school eligible to participate in the BOOST program. (5 pts)\n\nDecisions – Awards to be announced by Wednesday\, August 20\, 2025. The Baltimore Jewish Council (on behalf of The Associated) will select the highest-rated applicants to receive up to a maximum of $125\,000 per applicant. Applicants will be informed of their selection and have ten business days to confirm their interest and sign a grant agreement. The selected applicants\, or the subcontractors they intend to use to provide the transportation\, must provide proof of necessary insurance coverage\, including commercial general liability and automobile liability. \nBus Route Operation – Beginning in September\, awardees will begin providing services along the established routes for the awardees. Awardees will be reimbursed by the Baltimore Jewish Council (on behalf of The Associated) following the submission of quarterly invoices as services are delivered. \nReporting – By December 31\, 2025\, awardees will provide an interim report on the program\, including metrics on results and costs\, to the Baltimore Jewish Council to inform deliberations during the 2026 legislative session. An updated report will be provided by June 30\, 2026\, reflecting a full year of operations and impact. \nAdditional information – The Associated/Baltimore Jewish Council will post all of the information to the BJC website. (www.baltjc.org) \nA webinar to answer questions was held on Friday\, July 25\, at 10:30 a.m. Click here to watch a recording of the webinar. https://youtu.be/rnjMyedQm20 \nQuestions may also be submitted via email at transportationgrant@associated.org. SUMMARY:Shuk to the Core: Israel Vendor Fair
DESCRIPTION:The BJC is pleased to once again sponsor this event \nThe Baltimore Jewish community truly shined at last year’s Baltimore Israel Vendor Fair: SHUK TO THE CORE. The outpouring of support from over 1\,000 patrons and close to 100 volunteers helped make the event a true success. The Israeli vendors and organizers who came to Baltimore last fall were deeply grateful for the enthusiastic and generous response from our community. \nDue to the success of last year’s Shuk\, and the continuing challenges faced by Israeli businesses during the past two years\, we have been asked to hold another SHUK TO THE CORE vendor fair on Wednesday\, November 19 at Beth Tfiloh. We invite the Baltimore Jewish community to attend this important event in support of our Israeli brothers and sisters. \nWe will be welcoming a group of new and returning Israeli merchants with a curated selection of high-quality\, handmade items including stunning jewelry\, unique Judaica\, original artwork and home decor\, Israeli skincare products\, fashion and accessories\, and more with 100% of every purchase going directly to the vendors. Once again\, our visiting vendors will create a vibrant and authentic Israeli marketplace with each artisan sharing their personal stories and connections. \n  \nHOW YOU CAN HELP \n1. ATTEND the Shuk To assist with crowd control and parking\, we are again providing TIMED ENTRY PASSES by advance purchase and strongly recommend that passes be purchased early to ensure your desired shopping time. There is a $5 admission charge for adults (children 17 and under are free). All entry fees and sponsorships will be used to defray the costs of the event and to assist Israeli vendors with airfare\, shipping and other travel expenses. \n  \n2. VOLUNTEER at the Shuk \nAgain this year\, we need volunteers to assist the Israeli vendors during the Shuk in managing their booths and to help the event run smoothly. Other volunteer tasks will include crowd control\, checking in patrons and volunteers\, and help with food service. You can register for one or more time slots that are convenient for you using our SHUK VOLUNTEER SIGNUP FORM. \n  \nYossef’s falafel and Tov Pizza will be available for purchase. \n  \nOur tradition teaches that the highest form of tzedakah is to enable individuals to earn a living and have the dignity of supporting themselves. Show your solidarity with Israel by helping to support our visiting Israeli merchants on November 19. \nFor more information\, visit bethtfiloh.com/shuk or contact mail@btfiloh.org.
